Because it is a down counter. So, counting sequence is 7, 6, 5, ... 0.

How it is possible? The right answer should be 111.

It is Mod8, it counts from 7 to 0. In the case of down counter terminal count is 0(000). But in the case of up counter terminal count is 7(0111).
