Terminal count means the final count Modulus-11 binary counter requires 4 FFs. It can have 11 different states. Hence the terminal count is 1010.

The terminal count will be 1010 which is 10 because the count is starting from 0. So at 11th the value will be 10th that in binary is 1010.

So terminal count is 10(1010), the max value it can count.
