As it is not specified, what is the input (high or low)? so output can be both high or low. If high input then nmos will be activated and pmos will be off. Now since nmos connected to ground so logic low will occur at the output. For logic low input, pmos will be activated. Current will flow through pmos and to the output (high). It will not pass through nmos as it is off.
