The decoder we are using here is 4 to 16-line decoder with inputs for each line is 1, 2, 4, 8.

The active low output is given 1110 when converted to decimal it is 13, so the 13 line is driven low and the remaining all are high.

So 7 is not driven by low output, so it is false.

The answer is true cause 1, 2, 4, 8 is 1110.

So, when we see i/p for the decoder it is taken as 8421 format which is 0111, so the 7th line is what it is referring to.

The decimal equivalent of a given input is 14, so in the decoder 14th line should be active; not 7th line.

Hence the answer mentioned above is correct.

The answer should be "true".
Reason:
the decmal equivalent of given input is 7, so in the decoder 7th line shoud be active. Since the decoder has active low output, it means the output will be low(0) at the line which has to be active.
Now 7th line has to be active according to given condition.So it should be low. Hence answer is "true".
