How many outputs would two 8-line-to-3-line encoders, expanded to a 16-line-to-4-line encoder, have?

16x 4 decoder have 16 inputs and 4 outputs.
Two 8x3 encoder have 16 inputs and 3 outputs for each decoder. One of the output line is used in chip selection, so output line is 4.
