What is the function of an enable input on a multiplexer chip?

I guess it should be half of the chip because in truth table E enabler always kept on the left side which means it will enable half of it.

Enable input is used to active the chip, when enable is high the chip is working (ACTIVE) , when enable is low the chip is not working (MEMORY).
