It means standard query language helps a person to work with basic knowledege in say MYSQL, people donot need to need a proper ttraining on that as it is easy to understand and not that complex. Thus, reducing training costs as one donot need to pay tons to learn.

Because with a standard Query language that runs across all RDMS, a person with knowledge in say MySQL can with no added training or very little training work with MSSQL for example or any other RDBMS.
