The answer is "false" because minimum Cardinality is the minimum number of relationship instances each entity can participate in.

For eg: For a company database an employee instance can participate in minimum of 1 "WORKS FOR" relationship instance.

Maximum cardinality is the maximum number of instances of an entity that can participate in an instance of a relationship. Minimum is the least number of instances of an entity that can participate in an instance of a relationship.
