It is the responsibility of data administration to determine the contents and logical boundaries of each database. Database administrators are responsible for the design, implementation, maintenance and security of physical structures (databases) once these structures have been logically designed.

So, if the question will be the responsibility between Database developer and Database administrator then the answer should be metadata. In this case, data administrator or data engineer is more responsible of metadata then the database administrator.

As a DBA he need to maintain the Database (Metadata & Other Application Databases), no data modeling, no design (Developers Can do the same).
