Simple we can solve this;

720-78 (72+6)members
620-85 (62+23 )mem
400-48 (40+8)mem
650-70 (65+5)mem
950-80 (here min selected are less than 10% 0f 950).

So, the answer is 1998 because 23 more members are selected than 10%of qualified (620).
