17/1710*100,
= 17/171 *10,
= 17 * 10/171.
= 170/171.
= 1.

Easy way,

Take the highest & lowest values in the table,

= (3.96+2.52)/(420+288)*100.
= 6.48/708 * 100.
= 0.9 ~ 1.
