21/100*24700= 5187 for postgraduate.
13/100*27300= 3549 for graduate level.

The ratio will become 5187: 3549.
If you divide 5187 by 3= 1729.
Also, divide 3549 by 3= 1183.

Further, divide 1729 by 91= 19.
Also, divide 1183 by 91= 13.

See, 91*19 = 1729.
91*13 = 1183.

So, the last simplified ratio will become 19:13.

= 5187:3549 (Divide both sides by 3).

= 1729:1183.

= (1+7+2+9) : (1+1+8+3).

= 19:13.
