Because it's given in Question like near about 20% of funds. That's why they took the nearest value of 11520 as 11486. Other than that, no other value will be the nearest.(it will be either smaller or much bigger, Check the other options so that you can get a clear idea).

11486 + 5252 + 4910 + 6000 + 29952 = 57600 * 20/100 = 11520 crores. = 11486 Crores.

They have taken 20% of 57600 because it is the total of all sources of funds and they are asking for only 20% of the funds.
