In question, they have asked about the above years.
In explanation, year93-94 is skipped and instead, 97-98 is taken

Here we compare the increase percentage with previous year,
So find the difference between previous year, and the year which we are going to compare, and then divide it with the previous year foreign exchange reserve (because here we want to know how many percentage the foreign exchange will increased compare to the previous year).
