They have asked increase in foreign exchange in the sense how much it has increased from 1993 to 1997.
Therefore, 5040 - 2520 is 2520.
Now, what percentage over 1993 ie.
2520 (increase) by 2520 (over 1993) *100 = 100%.

(highest value - lowest value)/lowest value * 100.
=5040 - 2520/2520 * 100,
=2520/2520 * 100,
=100%.
=5040 - 2520/2520 * 100,
=2520/2520 * 100,
=100%.
