Sikkim was officially declared India’s fifth fully literate state on May 28, 2026, under the ULLAS (Understanding Lifelong Learning for All in Society) initiative, also known as the Nav Bharat Saaksharta Karyakram. This recognition aligns with the National Education Policy (NEP) 2020 framework, which focuses on improving foundational literacy, numeracy, and lifelong learning opportunities. With this achievement, Sikkim joins other fully literate states such as Mizoram, Goa, Tripura, and Himachal Pradesh. The ULLAS program targets non-literate individuals aged 15 and above and promotes comprehensive education through multiple skill-based components. This milestone highlights Sikkim’s continued progress in education and social development, reinforcing its role as a leader in human development indicators in India.
