Network layer protocols provide two important functions : 1. Logical addressing and 2. Routing.

1. A logical address lets you access a network device by using an ip address that you assigned. Logical addresses are created and used by Network layer protocols such as IP or IPX. The Network layer protocol translates logical addresses to MAC addresses.

So the Correct and final Answer is : Network layer.
