Log base is not said. So taken as 2.
S/n = 1023/1.
Bw = 4300-300.
Maximum bit rate = 4000*log(1 = 1023).
= 4000*10 = 40000 bps.
So the answer will be none of this.

But after solving by this formula the answer is 4000 Hz not 3100 Hz please confirm how 3100 is achieved?

Formula used is bit_rate=bandwidth*log(1+S/N)
Where log base 2
S/N is the signal to noise ration
And bandwidth is 4300Hz
Where log base 2
