Option B says rotates with the earth, which means rotation speed is same as Earth, and that has nothing to do with Geostationary.

Geostationary means, it revolves around the earth in a speed that it appears to be stationary from earth. Hence the option B is correct.

They are not B says remains stationary "relative" to the earth which means earth moves satellite moves. Which is what A says "rotates with the earth".
