X.25 : is a standard suite of protocols used for packet switching network. It works at the physical, data link, and network layers.
DCE (Data Communications Equpiment): describes the device that is connected to the DTE device such as a modem.
DTE (Data Terminal Equpiment) is used to describe the initiator or controller of the serial connection, typically the computer.
So as per the above deffintion X.25 standard is not related with DTE/DCE interface.
