254.
Because first IP address used for subnet id and last ip address for broadcast, so 256-2= 254 are assigned to hosts.

Valid host = 2^h - 2.
So based on the formula, only 254 hosts can be a valid number, 128, 256, and 64 can not be the answer (b/c all of them are only 2^h).

256 host are there in that 0 can't be used and 127 is loop back address so out of 256-2=254 hosts are attached to each of the local area networks at your site.

Every host in a network has a COMMON NETWORK ADDRESS and BROADCAST ADDRESS that is used to address all hosts. So, the 254 answer is appropriate here.

128 host cannot possible because 2^7=128 from 128 two of them will not be used that is 2^7-2 is possible.
Similarly 256=2^8 and 64=2^5 will not be used.
So option B is correct because 2^8-2=254
