2's complement = 000 0000 0001 1000.
-1 = 000 0000 0001 0111.
Then invert to remove 1's complement.
= 111 1111 1110 1000.
Put the signed bit = 1111 1111 1110 1000.
-1 = 000 0000 0001 0111.

= 111 1111 1110 1000.
