A ROM-BIOS is an abbreviation of Read Only Memory Basic Input Output System. In PC's the BIOS contains all the code required to control the keyboard, display screen, disk drives, serial communications, and a number of miscellaneous functions.
The BIOS is typically placed in a ROM chip that comes with the computer. This ensures that the BIOS will always be available and will not be damaged by disk failures. It also makes it possible for a computer to boot itself. Because RAM is faster than ROM, though, many computer manufacturers design systems so that the BIOS is copied from ROM to RAM each time the computer is booted. This is known as shadowing.

When you power on the CPU it performs the post function, so this operation starts from the BOIS. But all the chips in the motherboard is maintained the BIOS operations.
At the time of booting, Computer fetches the instructions from the Read Only Basic Input Output system. When you power on the CPU it performs the post function. So this operation starts from the BOIS.

BIOS is embedded in ROM, and booting information store in rom and first time start the computer so bootstrap loader initiate and take up OPERATING SYSTEM from hard disk to RAM. And POST operation execute this time, post operation function to check system activity and efficiency.

ROM is flash or permanent memory where our BIOS system is stored. So, when our computer starts ROM loads the BIOS first to check whether our system I/O is properly connected or not.

Bios ver. RL86510A.86.0089.P21 support COM1, only. Is it possible to get support to COM2 and COM3 via a PCI serial card?

It's a program which resides in the computer ROM or EPROM that is automatically executed by the processor when the computer turned on.

ROM is a Flash Memory. It's the extension for Read Only Memory.
BIOS is work for Physical hardware Basic Input Output System.
