Seek time:
The time it takes for a disk drive to move its head (s) from one track to another. The seek time depends on the power of the servo, the mass of the heads, the number of tracks traversed and the time taken to position the heads over the target track accurately enough to start data transfer.
Delay time:
A period between the application of an input and the beginning of the response.

For a single instruction there is only 1 cpu cycle responsible for that instruction, it is a three phase cycle: fetch-decode-execute.

The execution of a single instruction occurs by instruction cycle. Instruction Cycle is a 8-stage procedure. To know about instruction cycle refer computer organization and architecture by William Stallins.
