For a single instruction there is only 1 cpu cycle responsible for that instruction, it is a three phase cycle: fetch-decode-execute.

Seek time:
The time it takes for a disk drive to move its head (s) from one track to another. The seek time depends on the power of the servo, the mass of the heads, the number of tracks traversed and the time taken to position the heads over the target track accurately enough to start data transfer.

The process of fetching the data from the memory and executing the data is called as a complete CPU cycle.
SEEK TIME==>when the rotation head searches the particular data in disc.
