ROM stands for Read Only Memory. The memory from which we can only read but cannot write on it. This type of memory is non-volatile. The information is stored permanently in such memories during manufacture. A ROM stores such instructions that are required to start a computer.

ROM is used for static micro programming.
And RAM is for dynamic programming.
But whatever the condition is first it should be in control memory.

Yes, control memory hold microprogram. Because Rom always only for bios, basic i/o system, it hold preprocesser program. It store only booting file of OS.
