It is a rule of thumb, any other kind of device which drastically limits search for solutions in large problems spaces. It do not guarantee anyh solution at all; all that can be said for a useful is that it offers solutions which are good enough most of the time.

An heuristic is commonly called a rule of thumb. That is, an heuristic is a method for solving a problem that doesn't guarantee a good solution all the time, but usually does. The term is attributed to the mathematician, George Polya.
