What is the term used for describing the judgmental or commonsense part of problem solving?

It is a rule of thumb, any other kind of device which drastically limits search for solutions in large problems spaces. It do not guarantee anyh solution at all; all that can be said for a useful is that it offers solutions which are good enough most of the time.

An heuristic is commonly called a rule of thumb. That is, an heuristic is a method for solving a problem that doesn't guarantee a good solution all the time, but usually does. The term is attributed to the mathematician, George Polya.

Heuristic technique is designed for solving the problem more quickly when classical methods fails to find the exact solution.
