3. Maximum monthly water demand to average monthly demand = 1.28.

Because the average daily demand is 20m/d, maximum daily demand is 36m/d.
So the ratio max. to ave. is 1.8.

MDD is equal to 1.8 of avg daily demand that's why the ratio is 1.8 : 1 i.e 1.8.
