The earthen embankment constructed parallel to the river bank at some suitable distance for flood control are known as levees or dikes.

So, they are means for controlling flooding.

Free-brand is defined as, the height of the watertight portion of a building or other construction above a given level of water in a river, lake, etc.

So freeboard must be provided in order to control flood.

Hence answer must be an option C.
