Infiltration capacity is nothing but MAXIMUM INFILTRATION RATE.

What option A is saying is correct.

So when the Rainfall rate is more than the Max Infiltration rate it's obvious that the water will enter at full capacity rate.

Option A is wrong because after 100% saturation i.e.full infiltration capacity. How could water enter the soil?
