Fresh sewage has some oxygen, but not much.
Sewer pipes are mostly anaerobic (no oxygen).
Sewage treatment plants supply plenty of oxygen (aeration tanks).
So, aerobic bacteria work optimally in treatment plants.

Aerobic activity is highest in freshly produced sewage because it contains the most readily available organic matter for aerobic bacteria to consume oxygen.
