Sea is the correct answer. Due to seawater turbulence sludge gets deposited to banks and anaerobic decomposition takes place which results in a foul smell.

I think. Sludge have specific gravity less than sea water so in the sea sludge doesn't sink. And after some time it is came at bank of sea.

Whereas in pond it is sink down at bottom.
