For Primary it is 40-50.
For Secondary it is 35-45.

You are wrong here is the difference between only plain and secondary sedimentation tank
Plain sedimentation for normal 12000 to 18000 lt/m2/day.
For coagulant 24000 to 30000 lt/m2/day,
For secondary sedimentation tank.
Normal 25000 to 35000 lt/m2/day,
Using cogulant 50000 to 60000 lt/m2/day.
