12000-18000 l/m2/day is for water treatment, not sewage treatment.

The given answer is totally wrong.

Overflow rate for plain sedimentation = 15000 to 30000L/m^2/day.
500 to 750 L/hr/m^2.

For sedimentation with coagulation =30000 to 40000 L/m^2/day.
1000 to 1250 L/hr/m^2.
