The data is insufficient. The diameter of the sewer is also required.
Then we can have proportional depth from d/D = 1/2(1-cosθ/2).
Then we can have proportional depth from d/D = 1/2(1-cosθ/2).

Sewage will flow at one-forth depth of full, But here the overall depth was not mentioned.
