Assume,

Self cleansing Velocity(V) = 0.9 m/s.
n=0.015,
and R=D/4.
then, V=1/n * (R)^(2/3) * (S)^(1/2).
On solving, S = 120.

Take V = 0.9 m/s,
R = D/4,
then, S will be equal to 1/118 which is close to 1/120.
