Tv = Cvt/d^2 > t = d^2.
t2= t1(d2/d1)^2 = 3(d/d/2)^2 = 12.
t2= t1(d2/d1)^2 = 3(d/d/2)^2 = 12.

t= 3 years * (3m/1.5m)^2 = 12 year note we chose 1.5 m because we have drainage up and down for sn layer.
