As per Clause 26.5.1.3 of IS 456:2000, side face reinforcement @ 0.1 percent of web area shall be distributed equally on two faces.
This implies that side face reinforcement on each face shall be 0.05 percent. Hence point no.2 is wrong above.

I think the 2nd statement is also right.
