Capillarity is also due to surface tension so we can say bulking is due to surface tension or capillarity.

Yeah, Answer a is the correct answer because due the formation of a film of water there is an occurrence of capillarity and which is responsible for bulking of sand, and it is more in the fine sand because of the surface.
