Hauling Power = number of pairs of driving(n) wheel * weight on each driving axle(W) * coefficient of friction(f).

Here n= 4,
W = 24 * 10^4,
f = 1/6,
So hauling power = 4 * 24 * 10^4 * (1/6) =16 * 10^4.
