Option A is correct. Because it is getting more area to resist bending than 2nd condition for the same loading.
In 1st condition, it is getting top full horizontal to resist bending, but in the 2nd case, it is getting bottom web except for 2 vertical flanges. 2nd condition is less area and so less resist bending.
