Continuity equation A1V1=A2V2.
V1/V2=√2gh1/√2gh2.
4V2/V2=√h1/h2.
16/1 = h1/h2.
V1/V2=√2gh1/√2gh2.
4V2/V2=√h1/h2.
16/1 = h1/h2.

Since discharge remains constant.
Q1 = Q2,
A1 v1 = A2 V2,
Substitute the equation.
A1/A2 = (√h2/√h1).
Q1 = Q2,
A1 v1 = A2 V2,
Substitute the equation.
A1/A2 = (√h2/√h1).
