Since the decimal point(9.4) is less than 10 so it cannot be rounded to 10mm.

As per IS 456 2000.
Max diameter of bar is 1/8*slab thickness.
So 75/8 = 9.4 mm.
So 10 mm diameter use.
We should use higher dia nearest to 9.4 mm.
