For topographical maps:
Scale:- 1cm = 0.25km to 2.5 km
R.F :- 1:25000 to 1:250000
Larger is the denominator smaller will be the Scale.
So, here Option C is correct.

1cm=2.5km=1/2500m=1/250000cm= 1:250000 is answer.
