Consolidation settlement would be in the cohesive soil, but in case of non cohesive soil, it is due rapid expulsion of water from the pore spaces. So B should be correct.

Well in non-cohesive Soil means Sandy Soil and in sandy soil immediate settlement occurs, and consolidation is time-dependent settlement, So I think B must be the right answer.
