Option B is correct because,

Calcium chloride is a rapid hardening agent. The acceleration of setting, hardening and evolution of this large quantity of heat in the early period of hydration makes the cement suitable for concreting in cold weather. The increased porosity of high alumina cement further develops more resistance to the frosting.

IS code says cacl2 shall not be used with high alumina cement.

So, B is the correct answer.

No accelerator should be used if high alumina cement is used so option C is correct.
