About 23% water is required for C3S in cement for its complete hydration and extra 15% is required to fill the gel pores formed by the rxn between C3S and H2O.

So in overall 0.23+0.15=0.38 w/c ratio is required,
hence (c) is the correct answer.

C is the right option. Because we get .38 for completely hydration of water. So .38 is b/w .35 to .45.
