Internal diameter,d=15cm.
Eccentricity to avoid tension= (D^2+d^2)/8D.
=(25^2+15^2)/(8*25)=4.25cm.

To avoid tension in hollow circular column eccentricity (e) should be = D^2 + d^2/8D.
