Latitude (L) =l cos.
So,
If we find the length.
l*1/cos.
That is l*sec.
So, the given answer is right.

Given answer is correct. Latitude is equal to product of length and cosine. So by multiplying secant with latitude it remains only length because secant is inverse of cosine.
