It could be due to curvature of earth surface as the line of sight seems to deviate upward.

B is the correct answer because if the line of sight from A to B and C is the intervened point then obviously the line of sight passes below the hill top at C its because of the curvature of the earth.

Line of sight will diverges downwards with distance. So B is the answer.
